Troy Carter was born and raised in Louisiana. He earned a bachelor’s degree from Xavier University and a master's degree from Holy Cross University. He has also studied at Harvard's JFK School of Government and Carnegie Mellon's School of Urban and Public Affairs.
Carter began his political career in Louisiana in 1991 when he was elected to the Louisiana House of Representatives. In 1994, he was elected to the New Orleans City Council and after a hiatus, he was elected to the Louisiana State Senate.
Carter has now served as Louisiana’s 2nd District Representative in the U.S. House since 2021. In Congress, Carter serves on the House Transportation and Infrastructure Committee and the House Homeland Security Committee.
Carter has a proven track record of supporting criminal justice reform, women’s health care, civil rights, environmental justice reform, mental health, and equality for all, in addition to championing J Street's pro-Israel, pro-peace, and pro-democracy ideals.
